The interactions between the different actors in knowledge development can be represented as following:
 

1. 1. The end-user searches for an answer in the Knowledge Base that contains only validated information or knowledge

2. 2. If there's no instant answer to his question, he uses 'federated search' to look for an answer in the chaos of 'unstructured' information

3. 3. If there's still no answer, his question will be directed to the most relevant expert, based on the expertise-domain of the initial question

4. 4. When this expert has no immediate answer available, he can start a 'panel of experts' to create a relevant answer
